Applies a Military Lending Act (MLA) interest rate adjustment to the specified line of credit.

This endpoint enforces MLA interest rate caps for eligible service members and recomputes the accrued interest retroactively for the covered period. If the recomputed interest (based on the capped rate) is lower than what was originally charged, the borrower receives a refund for the difference.
